
Background info: (I
will probably have a table of contents here...)
Perhaps the most
famous renegade in Time Lord history is known as the Doctor. He is a wanderer in
space and time, righting wrongs and fighting for all the races of the galaxy. He
travels in a Type-40 TARDIS with a variety of companions, fighting injustice and
tyranny.
The Doctor has a long
history, some of which still hasn’t been told yet. He left Gallifrey long ago,
with his granddaughter, Susan. Exiles in time, he wandered through the universe
helping to fight on the side of goodness. The Doctor is currently in his 8th
incarnation. His relationship with Gallifrey constantly goes from mild
admiration all the way to outright hostility.
Each incarnation of
the Doctor has his own personality traits. As he regenerates (as do all Time
Lords) different facets of his personality come forward as others slide back.
Each of his incarnations can be summarized as follows:
Doctor #1: The
original. He was first encountered as an elderly old man, given to temper
tantrums when he didn’t get his own way. He never failed to mention that as a
Time Lord, he was superior to humans. However, he was fiercely loyal to his
companions, especially his granddaughter Susan. He was very much the scientist,
always gathering data and relying on science to provide answers to problems. He
typically dressed in a late 19th century Edwardian gentleman’s
outfit. He first regenerated after an encounter with the Cybermen, finally
succumbing to old age…
Doctor #2: This
Doctor was typically referred to as a clown. He wore checked baggy trousers,
with a bow tie that was usually off center. He delighted in making bad puns and
playing his recorder, especially when thinking. He would give the impression of
being the fool, but underneath he usually showed that he was two steps ahead of
everyone. He was the champion of people’s rights. This was shown when he was
forced to contact the Time Lords for help in returning many people to their
proper places in space and time, thus revealing his location to the Time Lords.
He was put on trial and sentenced to forcibly regenerate and be exiled to Earth.
Doctor #3: This
Doctor was called a dandy. His velvet opera cape and smoking jacket gave him an
air of elegance. He was a man of action, not afraid to use his Venusian Aikido
if necessary. He was especially fond of gadgets and he had plenty of time to
work on it during his exile on 20th century Earth. He became UNIT’s
scientific advisor, helping them with many mysteries as well as foiling several
invasions. This was also when he ran across his archenemy, the Master. The
knowledge of how to repair the TARDIS’ dematerialization circuit was removed
from him, only to be returned after he (along with his other selves) helped
avert a crisis and save the universe. He regenerated after being exposed to
radiation from the plant of the spiders.
Doctor #4: This
Doctor was more of the bohemian, described as “teeth and curls”. Dressed in
calf-length boots, felt hat, and extremely long scarf, he became once again, the
wanderer. He delighted in exploring the mysteries of the cosmos. He could
sometimes get angry in dealing with more “primitive” races, but he was also
fiercely devoted to his companions. He showed some softening of his anger
towards the Time Lords, even helping them to avert an invasion by the Sontarans.
He especially enjoyed his travels in space and time. After a battle with the
Master that resulted in falling from the top of a radio telescope, he
regenerated again.
Doctor #5: As
the Doctor became older this incarnation seemed the youngest. This Doctor
regained some of the enthusiasm and wonder at traveling the Universe. The
youngest looking of the Doctors, he was also more personable to the people he
met than previous incarnations. He dressed in a cricket outfit, including
cricket sweater, with a tan colored overcoat. He also always wore a fresh sprig
of celery in his lapel. He could also get very angry, especially at the evil in
the universe. This Doctor also seemed to be the more vulnerable of the Doctors,
showing his pain and anger more than others. He also tended to make more
mistakes in his plans than the other Doctors, but he took responsibility for
them and fixed them as best he could. He regenerated after giving an antidote to
his companion for poison that they had both received.
Doctor #6: This
Doctor is the most unstable incarnation of them all. He started his new life by
trying to strangle his companion! He dressed in clothes that would look gaudy on
a circus clown. His coat was a mismatch patchwork of materials, along with a
loud striped pair of pants. The old arrogance returned, along with an
eccentricity and a passion for quoting. This Doctor always believed he was in
perfect control of a situation, even if he wasn’t. He was quick to anger, but
also fiercely devoted to friends, companions, and universal justice. He was
brought, once again, before the Time Lords for interference in the affairs of
other worlds. It was here that he stood up to the Time Lords about their
corruption and decadence. He regenerated after his TARDIS crashed during an
abduction attempt by the Rani.
Doctor #7: This
Doctor started off similar to his second persona, but soon became more of the
mysterious traveler that he started off as. He was typically dressed in a tan or
dark brown sport coat, with a paisley sweater covered in question marks. A
panama hat completed his clothing. This Doctor was a manipulator, going back to
finish loose ends left by other incarnations. He would use people (including
companions) to accomplish a task that needed finishing. He wasn’t cruel to
them, but would not let them stop him in finishing a task that needed resolved.
He hinted that he was “more than just a Time Lord”. His advance knowledge of
events helped him to right wrongs and put situations back to their proper place.
He regenerated after an operation gone wrong in an Earth hospital after the
Doctor was shot. They couldn’t understand his Gallifreyan physiology,
especially his hearts.
Doctor #8: The
Doctor’s current incarnation. This Doctor is relatively new, and possibly
showing the most human attributes. It has been revealed that the Doctor is
half-human, which may explain his fondness for Earth. He dresses in a dark green
felt overcoat, with a gray cravat on a white shirt. He can be quite excitable
and emotional, but a determined fighter against evil. His technical skills have
not been lost in this incarnation. He knows the outcome of people’s lives, and
their future history and uses this to his advantage. Typically, this involves
giving that person advice to help them accomplish their goals and for the
betterment of the universe. He is more subtle than his predecessor. How he
continues his life remains to be seen…
This stands for Time
And Relative Dimension in Space. These are the time travel capsules used by the
Time Lords for traveling in time.
Upon first entering
the TARDIS, a person would be quick to notice that it’s bigger on the inside
than the outside, due to it being dimensionally transcendental. The inside of a
TARDIS also exists in a state of temporal grace, with most weapons not being
able to function inside of it, especially energy weapons. The owner of the
TARDIS can rearrange, add, or delete rooms at will, although he will need to be
careful about doing this in flight. Standard rooms included in almost all ships
include a secondary control room, a Zero Room, swimming pool, a power station,
various guest rooms, and the Cloisters.
A TARDIS is virtually
invulnerable to outside attacks, with a force field helping to enhance the
invulnerability of the time machine. Certain explosive devices, that could rip a
hold through space-time can, theoretically, cause damage to a TARDIS from the
outside. It also has multiple defense mechanisms such as the Hostile Action
Displacement System (HADS), which causes the TARDIS to dematerialize when faced
with danger and rematerialize when the danger is passed (TARDIS operation vs.
Good difficulty to shut off). The chameleon circuit also causes the outer
plasmic shell of the TARDIS to blend in with its surroundings either upon
landing or under the control of the operator (TARDIS operation vs. Great
difficulty to copy an object correctly). In theory, a TARDIS cannot be entered
except by having a key although certain individuals with strong enough mental
energy have been able to gain entrance by materializing inside the TARDIS.
The main feature upon
entering the capsule is the six sided control console located typically in the
center of the room. It is from here that the Time Lord can control the TARDIS in
its flight as well as environmental controls. Here are located the controls for
flight (including programming of space-time coordinates), scanners to examine
the outside environment, control over the power consumption of the ship, control
over the interior functions (such as life support, light, heat, etc.), as well
as access to the main computer libraries (TARDIS operation vs. appropriate
difficulty). On top of the control console is the time rotor, which slides up
and down whenever the TARDIS is in flight. Whenever the TARDIS is at rest, the
rotor stops, but continues to rotate, displaying various pieces of information
to the pilot. Other parts known to be used with a TARDIS include a time vector
generator, a dematerialization circuit, temporal limiter, dynomorphic
regenerator, and a quantum accelerator.
There is a theory that
a TARDIS is partially sentient, having a semi-symbiotic nature with the owner
and operator. Indeed, Time Lords have a symbiotic nucleus contained in their DNA
that enables them to “prime” a TARDIS before it’s first flight. It also
enables semi-symbiotic control of the ship. There have been recorded cases of a
TARDIS taking steps on its own to alert the pilot of any potential problems
demanding attention, including hallucinations, and the manipulating of data or
interior lights and power. To alert the Time Lord operator of any potential
dangers, either to itself or to the universe, the TARDIS will sound the
“cloister bells”, a deep sounding bell that tolls through the interior of
the ship.
The Time Lords, who
severely restrict their usage, monitoring all time travel traffic that passes
through the universe, can control a TARDIS from Gallifrey. However, the CIA has
been known to “borrow” capsules for use in various operations, with the High
council also being known to turn a blind eye to it.
These are the
inhabitants of Gallifrey. Not all Gallifreyans are Time Lords, but all Time
Lords are Gallifreyans. Generally, it seems that it takes many years of study to
become a Time Lord. It is the most elite group on Gallifrey.
Time Lords tend to be
haughty and look down on the other races of the universe. However, they hide
their inactivity behind rituals and procedures. They tend to think that the
“lesser races” should be left alone, but they will also not hesitate to
interfere if it’s to their advantage, such as a race developing time travel.
Time Lords are partially telepathic, at least with each other. This seems to be
more of a subconscious ability than any active telepathy. Their physiology
includes 2 hearts, a respiratory bypass system, and a greater tolerance to
temperature and radiation than humans. This is in addition to their ability to
regenerate.
The home planet of the
Time Lords. It is located in the constellation of Kasterborus, 29000 light years
from Earth. The galactic coordinates are 10-0-11-0-0 by 0-2 from galactic zero
center. It is here that the Time Lords live out their lives, watching the
activities of the cosmos. It is protected by impenetrable force fields known as
the transduction barriers. It is the location of the Capitol, the Time Lords’
seat of power. A great deal of the surface of the planet is barren and wild,
with the Capitol protected by an enclosure. In the wilderness is where the
Shobogans, live their lives as Time Lords free from the influence of Time Lord
society.
Gallifrey is led by
the High Council, which is made up of the President, the Chancellor, Castellan,
and the members of the Council (usually 2 or 3 others selected). They are the
absolute rulers of Gallifrey, and also decide the course of action in the event
of an emergency.
Several special
locations are of note. The Death Zone is an area of Gallifrey that is forbidden
as well as protected by force fields. It is here that Tomb of Rassilon (also
known as the Dark Tower) is located.
Gallifrey has been
invaded by the War Lords, the Vardans, then later the Sontarans. It has also
been affected by global crises, such as the energy drain of Omega, or the
machinations of the Master, when he tried to take control of the Eye of Harmony,
located under the Panoptican.
Realizing that the
Time Lords cannot stay out of other races’ affairs, the Celestial Intervention
Agency has been formed. The High Council turns a blind eye to their activities,
but is more than willing to enjoy the benefits of their actions. The Doctor has
been their unwilling agent more than once.
This is the name given
to the black hole created by Omega, then captured by Rassilon and brought back
to Gallifrey where it was placed under the Panopticon. It is stored in a
hexagonal monolith. It provides an almost inexhaustible source of power for all
time travel by the Time Lords, as well as Gallifrey itself. It exists
simultaneously on Gallifrey and at the heart of every TARDIS.
Considered the
blessing and curse of the Time Lords. It is the physical rearrangement of the
Time Lord’s cells, to heal the body either due to old age, severe injury, or
on rare occasions on purpose. Time Lords are limited to 12 regenerations, thus
giving them 13 incarnations. As a Time Lord regenerates different facets of his
personality come forward as others slide back. He retains his memories, but
different skills become dominant. Unless the regeneration is controlled, there
will also be a new physical appearance. It may be similar to the old
incarnation, or it could be drastically different. Immediately after
regeneration, the Time Lord is somewhat confused, and may manifest traits from
previous incarnations as well as a confusion of his memories, such as calling
current companions by previous companion’s names.
This is the area
outside of space-time where a TARDIS travels through. Any location at any point
in time can be reached by traveling through here. Some entities have been known
to live in the Vortex itself, such as the Kronavores and the Mandragora Helix.
The Master is a Time
Lord of unparalleled genius. However, he has also been referred to as quite
possibly the most corrupt being in Time Lord history. He studied with the Doctor
at the Time Lord Academy, getting higher marks than the Doctor. His main goal is
total domination of the universe. Anything he does will have an ulterior motive
to help himself in some way.
Like other Time Lords,
he is partially telepathic. He has also developed amazing powers of hypnotism,
capable of putting ordinary humans into a trance in minimal time. (Superb
ability vs. victim’s Willpower)
The Master has used
all 12 of his regenerations, so he is constantly on the lookout for ways to
prolong his lifespan, or preferably take over a Time Lord body (Great ability
vs. victim’s Willpower). He would not be upset at all if it happened to be the
Doctor’s… Currently, he is occupying the body of Consul Tremas from Traken.
The Master uses a very modern TARDIS (probably stolen) and takes meticulous care of it. He is able to steer it with pinpoint accuracy to wherever he needs to go. He is also fond of using his favorite weapon, the Tissue Compression Eliminator. This weapon will shrink being to doll size through matter condensation. It is said to be a particularly painful process and very disturbing to the person who finds the small corpse. (ODF +9)

Born in the wastelands of the planet Skaro and nurtured in
a laboratory, these mutants want nothing more than to take over the universe and
set themselves up as the overlords.
War has raged on the planet Skaro for untold centuries. Due
to the use of nuclear weapons, mutations started to appear. One of the Kaled
scientist, Davros, accelerated the mutation and placed the results in a war
machine and environmental case of his own design. These Daleks (as they were
named) quickly claimed superiority over humanity and started their plans of
universal conquest. They have conquered many planets and will not stop until
they have taken over everything. They have also developed limited time-travel
technology through the use of time corridors.
The Daleks have been described as looking like pepper pots.
They have no real legs, but roll along the surface (Mediocre speed). They use
anti-gravity lifters for getting up stairs. They have an eyestalk on top of a
rotating dome that swivels to look around. The eye is capable of seeing in
wavelengths beyond the range of normal human vision. They have 2 basic arms. The
right one ends in a suction cup capable of holding securely to objects. They can
also control their spaceships with this. The left one is nothing more than a
devastating blaster (max ODF +12), capable of incredible damage & more than
capable of killing humanoids. Small sensor pods surround the Dalek. The voice of
a Dalek is mechanical & grating, yet easily shows the almost fanatical
belief in their superiority.
Daleks believe in their absolute superiority over any other
races in the universe. Other beings exist only to serve the Dalek race. They
will form alliances, if necessary, will not keep their side of the bargain. They
are aware of the Time Lords, and Daleks are the sworn enemy of the Doctor.

From the planet Mondas, comes the cold, ruthless logic of
the Cybermen.
Over the centuries, the inhabitants of Mondas started to
replace their organic body parts with robotic parts. They started to believe
that their cybernetics were far superior to weak flesh. As this replacement
continued they also lost the ability to feel any kind of emotion, becoming as
much machine in thought as well as body. As their planet's energy started to run
out, they attempted to take over the Earth only to be stopped by the Doctor.
The Cybermen appear as tall (6 ft or more) humanoids,
completely metallic with obvious robotic parts. Their faces show no emotion they
move with a determined precision. Their voices are equally cold, talking only of
logic and probabilities. Typically, Cybermen have tubes running along their
bodies feeding their various systems. They also have a chest unit that amongst
other things contains air filters for their breathing. These filters are very
vulnerable to gold, as it clogs the filters (-2 to aim for the filter). Cybermen
are incredibly strong and resistant to injury (Great strength and DDF of +5).
They are not fast (Poor speed) but they never get tired.
They rely on logic, and well thought-out plans for their
schemes. The actions of an irrational opponent can surprise them. Cybermen are
rarely without emotion but if sufficiently angered can display an a almost
human-like rage.

While the Time Lords
generally believe in non-interference, there are some that believe intervention
is necessary from time to time, especially if it concerns keeping the secrets
(and interests) of Gallifrey. The Celestial Intervention Agency is a clandestine
operation that reports to the Lord President of Gallifrey. Officially they
don’t exist, but rumors of their activities have reached the ears of other
Time Lords.
They recruit young,
promising Time Lords, sometimes immediately after graduation from the Time Lord
academy, and offer them the chance to travel to different worlds and help keep
the universe on the right track. These Time Lords use TARDISes that have been
“borrowed” from Gallifreyan repair stations or ones meant to be retired.
Officially they are listed as “missing”. Their travels take them all over
the universe attempting to maintain order and prevent any Time Lord secrets and
time travel technology from falling into the wrong hands.
One of their known
missions involved having the Doctor (a sometimes unwilling agent) attempt to
prevent the creation of the Daleks.
Earth
-
Skaro
– The home world of the Kaleds (later to become the Daleks) and the Thals.
It’s history is full of war between the two races for 1000 years, resulting in
the planet becoming a radioactive wasteland. Most of the planet is completely
uninhabitable. Both cultures have built large domes and bunkers to house their
cultures, with fighting being done either through missiles or from land troops
that have no hope of survival.
With the development
of the Daleks, the Thals went into hiding and the Daleks ruled Skaro. Eventually
after several thousand years of Dalek conflict within the galaxy, the Daleks
were driven from Skaro and the Thals ruled. The Daleks took over another planet
and named it Skaro (referred to as Skaro II). After an incident with the Doctor
and the Hand of Omega, Skaro’s (or possibly Skaro II’s) sun was destroyed.
