How does the adoption process work in NC?

The brief summary:
1.) The dog is listed on the ESRA website and inquiries start to come in by email.

• Option 1: I can be the contact person
• Option 2: You can be the contact person IF you feel comfortable informing people briefly about the adoption process. (This is a big help to me when we have lots of listed dogs!) Just "CC" (carbon-copy) me on your reply, so I will recognize the application if it comes to me.

2.) Someone follows-through and submits an application! Yippee!
3.) I screen them. (More about that later.)
4.) Once approved, then it is appropriate for the foster home
      to talk to the potential adopters by phone about the dog.
5.) The foster home gets to decide whether they approve of the adopter.
6.) If we all think it is a good match, then the coordinator officially offers the family the dog.
7.) Adoption Day!
