Cognitively Guided Instruction (CGI) is a professional development program for teachers developed by education researchers:
 Thomas Carpenter, Elizabeth Fennema, and Penelope Peterson

According to Promising Practices Network (http://www.promisingpractices.net), CGI is guided by two major theses:

1.  Children bring an intuitive knowledge of mathematics to school with them,
and that this knowledge should serve as the basis for developing the formal
mathematics instruction in primary school.

2.  Math instruction should be based on the relationship between skills and problem
solving.  This thesis leads to an emphasis on problem solving in the classroom
versus the repetition of number facts and/or desk work.
